1️⃣ Malta Permanent Residence Program (MPRP)
- Get a Maltese residence permit and, if you wish start living in Malta, Europe while the application is being processed. Temporary Residence Permit issued within 4 weeks — valid for 1 year.
- Final Approval – in ~4 months
- Four generations of family eligible
- The cost: qualifying property investment (purchase or rent) + professional fees, government contribution, donation & admin fees:
- €60,000 total administration fee (includes main applicant, spouse, and minor children), of which:
- €15,000 payable within 1 month from file submission. This amount also serves as the administrative fee for the optional Temporary Residence Permit for families who choose to start with it.
- €45,000 payable within 2 months from the issuance of the Approval in Principle
- €37,000 contribution (regardless of whether the qualifying property is rented or purchased, payable within 8 months from Approval in Principle)
- €2,000 donation to a local NGO
- Property options: purchase from €375,000 or rent from €14,000/year (Malta or Gozo) — must be held for a minimum 5 years
- Properties purchased in Special Designated Areas (SDAs) may be rented out when not in use (subject to guidelines)

The MPRP doesn’t carry any tax grants and/or incentives. The applicable Maltese statutory tax provisions apply to this status.
Nonetheless as a general principle, the basic statutory provisions lay down that Maltese tax for non-Maltese-domiciled individuals is imposed on:
- all chargeable income and capital gains arising in Malta, and on chargeable income arising outside Malta that is remitted to Malta in the case of an individual who is resident in Malta, and
- only chargeable income and capital gains arising in Malta in the case of an individual who is not resident in Malta.
Yes. Your spouse or partner, dependent children up to 29 years old, and even financially dependent parents and grandparents can be included under MPRP. While under the GRP program, the main applicant can include his/her spouse/partner, dependent children up to 25, parents & grandparents, siblings, household staff (conditions apply).
Yes. MPRP and GRP allow visa-free travel within the Schengen Zone, for up to 90 days in any 180-day period, in addition to an unlimited number of days in Malta.
Yes, you may apply for Maltese citizenship by naturalisation after at least 5 years of residence. This must include the last 12 months continuously in Malta, plus 4 additional years spread over the previous 6 years. You must also meet language, good conduct, and residency requirements, but approval is at the Minister’s discretion and not automatic.
No. Maltese tax for non-Maltese-domiciled individuals is imposed on:
– all chargeable income and capital gains arising in Malta, and on chargeable income arising outside Malta that is remitted to Malta in the case of an individual who is resident in Malta, and
– only chargeable income and capital gains arising in Malta in the case of an individual who is not resident in Malta.
Yes — these are residency programs, so your South African citizenship remains unchanged.
If you later apply for Maltese citizenship, note that Malta allows multiple citizenships. South African citizens may hold dual citizenship — but if you are over 18, you must apply to the Department of Home Affairs to retain your South African citizenship before acquiring any new citizenship.
Under the Malta Permanent Residence Program (MPRP) only once — for biometrics. Under the Malta Global Residence Program (GRP) program – twice – for biometrics and to collect residence cards. We handle the rest.
Your residency is still valid as long as you maintain the property and financial requirements.
