Montenegro Citizenship by Investment Programme
Announced in 2018, Montenegro allows citizenship for foreign individuals who invest in a special investment programme of importance for the business and economic interests of the country. Such a programme contributes to the business development of Montenegro by funding less developed regions.
Governed by the Montenegrin Investment Agency, Montenegro’s Citizenship by Investment Programme requires only two forms of investment, namely, investment in property and a capital contribution to the Government. It is referred to as an economic citizenship.
Situated in Southeastern Europe, Montenegro enjoys both warm Mediterranean summers along the coast with spectacular beaches and cooler temperatures inland offering skiing and winter activities in its alpine regions. Montenegro’s official currency is the Euro and awaits inclusion in the European Union by 2025.

Investment Value
Montenegro’s Citizenship by Investment Programme requires two investments:
1. €200,000 capital contribution to the Government; &
2. Minimum of €250,000 investment in government approved development projects in the north of the country OR €450,000 in the south of the country.
A development project refers to the construction of a hotel or a mixed use complex in the area of tourism.
In addition, applicants must pay administrative fees to the government of Montenegro accordingly: €15,000 main applicant, €10,000 for each family member (up to 4), and €50,000 for each subsequent family member.

- Application file is reviewed by the Montenegrin Authorities
- Due diligence and background checks carried out
Approval Letter is Issued
2-3 MONTHS
Pay the full investment amount to the Government. Contributions will be transferred to special deposit accounts
Travel to Montenegro to submit residency card application and biometric data
- Citizenship application submitted
Naturalisation Certificate is issued
Passport is issued
