When applying for Maltese residency, many families want to include not just spouses and young children, but also adult children and parents. That’s why it’s so important to understand who qualifies and what ‘dependency’ really means. And not all programmes in Malta are the same when it comes to dependants.
What ‘dependency’ means in practice
A family member is considered financially dependent on the main applicant if they rely on them for living expenses, including accommodation, food, education, healthcare, and other necessities.
- Spouses are naturally included as dependants
- Minor children are automatically considered dependants
- Adult children may qualify up to a specified age, provided they are unmarried and not economically active
- Certain programmes allow parents to be added as dependants as well
- Individuals who are financially independent will not be eligible as dependants.

Who Qualifies as a Dependant under the MPRP?
Under the Malta Permanent Residence Programme (MPRP), a dependant is a close family member of the main applicant and includes:
- A spouse or partner in a marriage or legally recognised relationship (including civil unions or equivalent partnerships).
- Children under 18, including adopted children.
- Adult children aged 18–28, provided they are unmarried and financially dependent and not in full time employment on the main applicant.
- Parents or grandparents of the main applicant or spouse, provided they are not in full-time employment and are financially dependent.
- Adult children with a certified disability, regardless of age, may also be included.
All adult dependants must prove that they are principally dependent on the main applicant.
Who Qualifies as a Dependant under the Malta Global Residence Programme?
- Spouses, minor children (under 18), and dependant children up to 25, who are not economically active may be included, provided they are unmarried.
- Dependant parents can also be included
- Household staff who have been providing services for at least two years prior, can also be included in the application.
Who Qualifies as a Dependant under the Malta Startup Residence Programme?
- This programme is open to family members of startup founders, co-founders and core employees.
- Spouses, minor children may be included.
- Adult dependant children can be included only if they rely on the main applicant for their support.
