Malta’s Home Affairs Minister, Byron Camilleri, brought forward a new bill during its first parliamentary reading, regarding Malta’s Citizenship for Exceptional Services by Direct Investment.
The new bill is aimed at ensuring compliance with the recent April 2025 ruling by the European Court of Justice (ECJ).
The bill, introduced on the 30th of June, represents Malta’s first formal legislative response to the ECJ’s Case C‑181/23. It lays the foundation for the introduction of amendments to bring Malta’s offering in line with the judgement of the European Court’s ruling.
Whilst details of the specific amendments have not yet been published, it clearly signals the intention of the Maltese Government to align it’s citizenship by investment offering with the recent court verdict, to ensure its longevity.
Malta’s Citizenship for Exceptional Services by Direct Investment, has been offered to high net worth individuals and their dependant family members since 2020.
